Unverified files in New York

4 New York dossiers sit unverified — on file, but no solid provenance has been established. This is the honest bottom rung: the archive keeps what it cannot yet source so the gap stays visible, and grades it accordingly.

The hardest of these files — the ones the record cannot close — are ranked at the hard files.
