The record — long form

Astoria was built on stilts. Oregon's oldest city spread its downtown across timber pilings driven into the tidal flats at the Columbia's mouth — which worked until December 8, 1922, when fire started in the business district and ran beneath the streets through the wooden understructure. Thirty blocks burned; dynamite was used to try to stop it. The rebuild that followed raised streets and buildings on concrete 'chairwalls,' creating thousands of feet of tunnels, voids, and basement spaces under downtown.

That is the honest origin of the Astoria Underground. Local historian John Goodenberger puts it plainly — 'This is not Seattle.' The tunnels are infrastructure, not abandoned storefronts, though basements, hollow sidewalks, and connected rooms did accumulate underneath, and people slept and hid in them.

The legend layer

The darker tradition casts the tunnels as 'Shanghai tunnels' — passages for smuggling and for slipping unconscious sailors onto outbound ships. Astoria's maritime history makes the claim plausible-sounding and unproven; the file files it as lore.
