The record — long form

Love Canal is the neighborhood that became the warning — William Love's abandoned power-canal ditch that Hooker Chemical filled with 21,800 tons of chemical waste from 1942 to 1953, sold to the school board for a dollar, and watched a school and a hundred homes get built on top of it. The drums rotted; the chemicals came up.

The disaster was the discovery — the '70s rains pushed the leachate into basements and yards, the odors and the illnesses accumulated, and in 1978 the state declared it a threat and President Carter issued the emergency declaration. The schoolchildren had been playing on the landfill; the chromosomal damage studies made the neighborhood the proof that buried waste doesn't stay buried.

The response made the law — Love Canal is why there's a Superfund: the evacuations, the buyouts, the fenced sixteen acres, and the legislation that made polluters pay. The neighborhood is partly resettled now, the containment capped and monitored, but the name is permanent — the working-class community that became the country's first environmental ghost town and the reason the EPA has a cleanup fund.
