The record — long form

Russian Fort Elizabeth is Hawaii's most improbable ruin — a star-shaped Russian fort on the coast of Kauai, built in 1817 during a two-year bid to plant the Tsar's flag in the Pacific. It began with a shipwreck: in 1815 the Russian-American Company's Bering wrecked at Waimea, and Kaumuali'i, paramount chief of Kauai, seized the cargo. The company sent Dr. Georg Anton Schäffer — a German physician with grandiose ambitions — to get it back.

Schäffer overshot his orders spectacularly. Sent to befriend King Kamehameha, he instead allied with his rival Kaumuali'i, raised the Russian flag over a fort built with Hawaiian labor, and drew up agreements that pledged Kauai's allegiance to Emperor Alexander I — all without authorization from either St. Petersburg or, ultimately, Sitka. When Kamehameha complained and the company disavowed him, the Russians were run off in June 1817; the Russian colors came down on March 12 and the Hawaiian flag went up. Hawaii kept the fort — Pā'ula'ula — garrisoning it for decades, and in 1824 it withstood the last revolt against the united kingdom.

Pāʻulaʻula State Historical Park is a National Historic Landmark just southeast of present-day Waimea on the island of Kauaʻi in Hawaiʻi. It is the last remaining Native Hawaiian fort on the Hawaiian Islands, built in the early 19th century by natives with an Italian-based design provided by a German traveler who arrived on a Russian-American Company ship, as a project of High Chief Kaumualiʻi. The star fort was employed by the Kingdom of Hawaii in the 19th century under the name Fort Hipo (Hawaiian: Pāʻulaʻula o Hipo).
