Islands

Land that keeps its reports offshore. Island dossiers carry an extra documentary layer — the record of who could reach the place and when — which makes the accounts inside them unusually easy to fence: lighthouses, forts, settlements and quarantine stations all file here. Access is part of the claim; a report from a place nobody can reach after dark is filed exactly as such.
