The record — long form

Cairo sits at the point where the Ohio and the Mississippi run together — during the Civil War, a Union-held town in a free state on the doorstep of slavery. Federal forces occupied it in 1861 and made it a staging base for the western campaigns; Ulysses S. Grant ran his first district headquarters from here. Behind the army came the people the army's presence made free.

The contraband fiction

The government called the refugee settlements 'contraband camps,' after the legal fiction that classified self-emancipated people as captured enemy property. Cairo's camp grew as freedom seekers crossed out of Kentucky and Missouri by boat and by night — thousands of people quartered, rationed and put to work, formally unfree on free soil, in fact beyond their owners' reach.
