Fort Clinch is the fort that was never finished and never attacked. The Third System pentagon on Amelia Island — construction begun 1847 to guard Cumberland Sound and the St. Marys River, named for Seminole War general Duncan Clinch — was two-thirds done with no guns mounted when the war came. The Confederates held it first; when the Union fleet of nineteen vessels sailed from Port Royal in March 1862, Lee ordered the evacuation, and the Stars and Stripes went up over a fort that had never fired a shot.
The position mattered more than the fort — Amelia Island had flown eight flags: France, Spain, Britain, the one-day Republic of Florida, MacGregor's Green Cross, Mexico, the Confederacy, the United States. The harbor was the blockade-runners' haven nearest Bermuda; Fernandina's smuggling economy — slaves, liquor, luxury goods — had made it one of the busiest outlaw ports of the early century. The unfinished fort watched it all and finished nothing.
The CCC restored it in the 1930s — one of the eight parks that founded Florida's state park system — and the fort now interprets a Union garrison of 1864: the reenactors in the barracks, the detached scarp wall unique among coastal forts, the guns that were never mounted for a war that never came to its walls.
